“You can only send messages to mutual contacts”: what it means
This message means Telegram has limited your account. It’s not a bug, and it’s usually temporary. Here’s why it happens and what you can do.

The short answer
Telegram limits an account after its messages are reported as spam and a moderator agrees. You can still message people who saved your number and reply to anyone who writes first. A first limit usually lasts a few days. If you think it’s a mistake, message @SpamBot.
Why it happened
When someone presses Report spam, those messages go to Telegram’s moderators. If the moderators agree, the account is limited for a while. Telegram says unsolicited ads, links, invites to groups or channels, and random photos are what people mind most. Group admins can report spam in their groups too.
New accounts can also be caught out. Telegram’s system can flag some numbers, such as virtual or VoIP numbers, even if you haven’t done anything.

- Message people who have your number saved as a contact.
- Reply to anyone who messages you first.
How long it lasts
A first limit usually lasts a few days. Each repeat lasts longer, and Telegram says that if you keep messaging strangers, you can lose the ability to do so for good.

- Stop messaging people who don’t know you. It won’t get through, and more reports make things worse.

- Ask people to save your number or message you first, so you can keep talking.
How to avoid it next time
- Don’t send ads or invites to people who didn’t ask for them.
- Only post in groups whose rules allow ads, and leave time between posts.
- Let people come to you, then reply quickly.
